Rule 29
The license holder should install the energy measuring device

(1) A person who has obtained a permit to measure the consumption of electricity at the customer's place may keep an energy measuring device and take a reasonable bond for that. (3) Notwithstanding anything written in sub-rule (1), in special circumstances or for the sake of simplification, if there is a mutual understanding between the customer and the licensee, the licensee may distribute electricity even without installing an energy meter.
(4) The person who has received the permit shall conduct a technical inspection of the energy measuring device placed at the customer's location from time to time and if it is found that the energy measuring device is damaged due to operation, he shall give another one without cost. However, if the energy meter is damaged or stolen due to the customer's knowledge or negligence, the person who has received the license will have to install a new energy meter at the cost of the customer.
(5) If the customer complains that the energy measuring device is broken or that it rotates more than it should normally rotate, the licensed person shall have such energy measuring device checked within 15 days at the most.
(6) When checking according to sub-rule (5), if it is found that the energy measuring device rotates more than it should normally rotate, the licensee shall repair it without cost or give another one.
(7) According to the customer's claim, if the energy measuring device is broken or over-rotated, if it is found that he has suffered a loss, the person who has received the license must compensate for the loss up to one month before the date of application by the customer.
(8) The licensee shall provide a card to the customer showing the monthly electricity consumption and the payment of the fee.
(9) The person who has received the permit can seal the required number of energy measuring devices and other related goods to be installed in the customer's real estate.
(10) Sub-ruleThe seal affixed as per (9) shall not be damaged, changed or destroyed in any way by anyone other than the person who has obtained the permit or the person replaced by him.
(11) If a customer wants to move the electric line and energy meter installed in front of a customer to another place, the person who has received the permit will have to move the customer's electric line and energy meter after receiving the fee as per rule 34.
(12) The customer shall not damage the power line, energy meter, cut-out or circuit breaker of the licensee.
